To create a password protected encrypted ZIP file you will need an add on utility like WinZip of 7-Zip. Once the EXE is built then it can indeed be expanded on a Windows system without those utilities installed / available. The reason for this is when the EXE is created, the utility being used (WinZip, &-Zip.) will place code in the EXE to perform the extraction of the files when the EXE is launched.
